Hundreds of students rallied in front of the Capitol on Wednesday to require the state governor Arnold Schwarzenegger to sign the law known as the "Dream Act" that would allow undocumented students get scholarships and loans internal university campuses and community colleges.

"Activist Court"

"We are here to let you know the governor that we must invest in our young people, who want to be in this country, and they want to fight to get ahead, but who need help to do it," said Senator Gil Cedillo, author of the measure SB 1301.

The measure is in limbo, as well as the payment that undocumented students to attend performing stocks within the state, under the law AB 540.

An Appeals Court in Sacramento on Monday ruled against the law AB 540, passed in 2002 that allows undocumented students who have completed at least three years of high school in California, attending university campuses paying tuition state, not international.

This law, the authorship of the late Assemblyman Marco Antonio Firebaugh, and signed by former Gov. Gray Davis, benefiting thousands of students.

The opinion of the Court indicated that the guidelines of this law are inconsistent with federal regulations.

"A court that gives back to any state law is an activist court," said Democratic Senator for Los Angeles.

"We will ask the governor and the state prosecutor, as well as to systems of Community Colleges and Universities to defend the rights of students in California," he added.

Foreign students and other states paid about $ 18 billion additional dollars to attend the nuclei of the system at the University of California (UC), and about $ 8 billion more for the campus of California State University (CSU).

These students pay an average of $ 1920 U.S. dollars per year in community colleges, instead of $ 240 dollars for residents in California.

"We will ask the governor and the state prosecutor, as well as to systems of Community Colleges and Universities to defend the rights of students in California," he added.
